Art of Living gets Rs 42-crore extortion calls

Guruji's AoL gets threat calls

After the recent shooting scare, the Art of Living (AoL) ashram has now been receiving extortion calls. According to administrative members of AoL, for the past three days they have been receiving extortion calls from unidentified men, who threatened to defame the organisation if their demand for Rs 42 crore was not met.

AoL spokesperson and secretary to founder Sri Sri Ravishankar, Gireem Govind, said, “The calls were being made to three spiritual teachers for the past three days. We initially ignored it, but when the frequency of the calls and SMSes increased, we sensed that it could be serious and handed over the call details to the police on Tuesday.”Asked why they delayed informing the police, Govind said, “We wanted to look into the matter before making it public.”

Calls were made only from Indian mobile numbers and the caller has been speaking in English and Kannada.The spokesperson added that they have no enemies and suspect no one.Inspector General of Police Kamal Panth said, “I have asked them to file a complaint so that we could initiate investigations.’’

Preparatory meetings from July for Obama's India visit

US National Security Advisor James L. Jones is visiting India next month to start the preparatory work for President Barack Obama's maiden official visit to India.

"We have a really ambitious agenda," Prime Minister Manmohan Singh told journalists on Tuesday on his way back from the G20 Summit in Toronto, where he had a meeting with President Obama.

"He will be sending his national security adviser in the second week of July. He will meet our National Security Adviser Shiv Shankar Menon," he said. "They will chalk out the agenda for President Obama's visit."

At Toronto, the US president had praised the statesmanship of Manmohan Singh and the rise of India and said he was looking forward and "excited" about visiting India with First Lady Michelle later this year.

"It is a trip that I'm very much looking forward to," said Obama, before holding talks with Manmohan Singh after the end of the G20 Summit where there was convergence of views expressed by India and the US.

"We are also just excited because of the tremendous cultural, as well as political and social and economic examples, that India is providing the world and has in the past."

On his part, Manmohan Singh had said it was his privilege to enjoy Obama's friendship and that he was waiting to welcome the US president and his family to India so that they could see for themselves the transformations the country was undergoing.

Why China struck N-deal with Pakistan 4 days after Indo-US deal

China signed a deal with Pakistan for building two new nuclear reactors just four days after India and the US formally inked an agreement for implementing their 123 agreement, a pointer to the larger geopolitics behind the deal that has created anxieties in New Delhi and Washington and a fresh dilemma for the Nuclear Suppliers Group (NSG).

The timing of the deal reveals a larger strategic design on the part of China to use its all-weather ally Pakistan to contain the rise of India, and turns the spotlight firmly on Beijing's determination to defy global rules, if necessary, to create a counter-balance to New Delhi in South Asia.

According to sources in the know, an agreement for the Chashma-3 & Chashma-4 twin projects was signed on Oct 15, 2008, four days after India and the US formally inked their pact in Washington.

China and Pakistan signed a contract for the project on Nov 20, 2008. Another fuel supply guarantee agreement was signed Sep 30, 2009. After firming up various facets of the deal over two years in secrecy without informing the NSG, the Pakistan Atomic Energy Commission (PAEC), China Zhongyuan Engineering Corporation (ZEC) and China National Nuclear Corporation (CNNC) signed an agreement on March 31, 2010, for the validation of contract for the 340 MW Chashma Nuclear Power Plant's twin units C-3 & C-4. The deal was made public by Beijing soon after.

China is trying to justify the deal on grounds that these two additional reactors were "grandfathered" under an earlier deal that predates its entry into the NSG in 2004 and has cited Islamabad's dire energy situation as a pretext for entering into this arrangement.

The argument is specious as China and Pakistan started negotiations over new nuclear reactors four years after it entered the 46-nation NSG. In an oblique reference to the deal, the NSG's June 21-25 plenary at Christchurch, New Zealand, has rightfully called for consultations and transparency about the deal.

But it will be tough to push it through the NSG, given Pakistan's dubious proliferation record epitomized by the A.Q. Khan network, says K. Subrahmanyam, a well-know strategic affairs expert who advised the Indian government on the nuclear deal with the US.

The NSG guidelines currently bar the transfer of atomic technology to countries which have not signed the Nuclear Non-Proliferation Treaty (NPT), a reference to India, Pakistan and Israel, the three holdout states against the NPT regime. However, the George Bush administration invested huge political capital to push for a one-time exemption for India, both in the US Congress and in the NSG, citing India's impeccable non-proliferation record.

During his visit to Pakistan shortly after the landmark visit to New Delhi in March 2006, Bush had told then Pakistan president Pervez Musharraf that India and Pakistan are two different countries with different needs and different histories, thus making it clear that Islamabad couldn't hope to get a similar nuclear deal from Washington.

The geopolitics of the China-Pakistan nuclear deal goes back to this explicit rejection by the US and a perception in China's power circles that the deal was designed to contain its rise.

This accounts for Beijing's hostility to the India-US deal right from the time it was struck July 18, 2005, and manifested itself in the last-minute failed attempt to block the waiver for India at the Sep 4-6, 2008, NSG special meeting.

At that time, Beijing had couched its opposition in terms of its impact on the global non-proliferation regime and insisted that it should not be discriminatory, a euphemism for a similar deal with its trusted ally Pakistan.

Now, Beijing is trying to subvert the same NSG rules in whose name it voiced its reservations over the India-US deal by giving a similar deal, albeit a much smaller one, to Pakistan, say experts.

China, after all, accounts for over 60 percent of Pakistan's military hardware exports and is the source of cutting-edge fighter jets and missile frigates. In a $6- billion deal, China is supplying its most advanced home-made combat aircraft, the third-generation J-10 fighter jets to Pakistan.

"The reasons are two-fold: one, Beijing is trying to project itself as a power on a par with the US which can rework global games for a friendly country like the US did for India and, secondly, it wants a piece of global nuclear pie," says Srikanth Kondapalli, a China expert at the Jawaharlal Nehru University in New Delhi.

"China does not want to miss out on the burgeoning nuclear business. It is not content to be an importer of civil nuclear technology from countries like France, but it wants to be an exporter of atomic power technology. It's lucrative business, running into billions of dollars," Kondapalli told IANS.

But the larger target is the rise of India. "China wants a counterweight to the 123 agreement and to a rising India by keeping the latter confined to South Asia," says Kondapalli.

"In their own ways each is using the other to balance India as India's disputes with Pakistan keep it preoccupied, failing to attain its potential as a major regional and global player," says Harsh Pant, a strategic expert at King's College, London.

But there are serious hitches on the way. The deal became public in April shortly before US President Barack Obama convened the Nuclear Security Summit.

It remains to be seen how China plays the NSG over its Pakistan deal if it expects to be seen as a responsible stakeholder in the international system, say experts. A concerned India, meanwhile, has tapped friendly NSG countries to oppose the deal, but has tactfully maintained that such arrangements should be transparent and conform to existing NSG norms.

Two killed in J&K protests, situation tense

Two youths were killed as security forces opened fire on agitated mobs indulging in heavy stone pelting in Jammu and Kashmir's Baramulla and Sopore districts, police said.

According to police, Tariq Ahmed Rather, 20, was killed at Delina locality outside Baramulla town Monday afternoon when a mob proceeding towards Sopore was intercepted by Central Reserve Police Force (CRPF) and the state police.

The security personnel opened fire as the mob started throwing rocks and stones at them. Rather succumb to bullet injury while being taken to Baramulla hospital, a police official said.

Sopore is 14 km from Baramulla.

Earlier in the day, another youth was killed in firing as an agitated mob flouted curfew restrictions in north Kashmir's Sopore town.

A senior police officer said the victim was identified as Tajamul Ahmad Bhat, son of Bashir Ahmad Bhat of Wadoora in Sopore.

Bhat succumbed to bullet injury at Sopore hospital, sources said.

Heightened tension continued for the fourth day in Sopore, where authorities had imposed curfew last Friday after two youths were killed as CRPF personnel fired at an irate mob that attacked and torched their vehicle.

Another youth was killed in Sopore late Sunday as mobs defied the curfew restrictions in the town.

The India-Canada Agreement for Cooperation in Peaceful Uses of Nuclear-Energy which was signed today [June 27, 2010] provides for cooperation in areas as design, construction, maintenance, sharing of operating experience and decommissioning of nuclear reactors, supply of uranium, projects in third countries, nuclear fuel cycle and nuclear waste management. The two countries may promote cooperation in the development and use of nuclear energy applications in the fields of agriculture, health care, industry and environment; and nuclear safety, radiation safety and environmental protection.

2. India and Canada are friendly States with comprehensive capabilities in advanced nuclear technologies. Terrorism key issue in run-up to FM level talks

Finding common ground in efforts to tackle terrorism is expected to be a key issue in the run-up to the meeting of the Foreign Ministers of India and Pakistan next month despite the positive outcome of the Foreign Secretary-level talks, diplomatic sources said today.

During talks between Foreign Secretary Nirupama Rao and her Pakistani counterpart Salman Bashir yesterday, the Indian side raised a number of terrorism-related issues, including the trial of Pakistani suspects linked to the 2008 Mumbai attacks, a spike in infiltrations across the Line of Control and activities of groups like the Lashker-e-Toiba and its front Jamaat-ud-Dawah.

At her joint news conference with Bashir, Rao made it clear India's "core concerns on terrorism" were articulated during the talks and that both countries "must deny terrorist elements any opportunity to derail the process of improvement of relations".

India welcomes Queen's Baton at Wagah

Covering more than 1,70,000 kms and 70 nations, the Queen's Baton for the 2010 Commonwealth Games arrived in India from Pakistan through the Wagah Border.

The countdown to the Commonwealth Games has begun with the arrival of the baton, the games are just 100 days away.

Indian Olympic Association (IOA) president Suresh Kalmadi, leading sports personalities and other dignitaries including Delhi Chief Minister Sheila Dikshit and Punjab Chief Minister Prakash Singh Badal were in attendance at the border outpost as the baton was handed over by Pakistan's Olympic Association officials led by Lt. Gen Arif Hassan.

"It's a great day for sports in India. The baton has gone 1,70,000 kms all around the Commonwealth. We have received it in a very big manner," Kalmadi said after passing the baton to a host of dignitaries including Commonwealth Games Federation CEO Mike Hooper and Olympic bronze medalist boxer Vijender Singh.

"It's a big day for India and Pakistan. It is because of Pakistan's efforts that India got the Games and it shows that our relationship with Pakistan will improve if we concentrate on the sporting angle," added Kalmadi.

Allaying fears about India's preparedness in hosting the Games, Kalmadi said, "Let me tell you that everything is in place, including the infrastructure. Everything is on track."

Amidst the sound of traditional folk dance and music, the Wagah border wore a festive look as the baton crossed over from Pakistan. Sufi singers Wadali brothers and popular singer, Rahat Fateh Ali Khan, performed at the ceremony to mark its arrival.

After the colourful ceremony, the baton, on its 100-day tour in India, will be taken through most states, covering 20,000 km, before reaching New Delhi for the 2010 CWG to be held from Oct 3-14.

The baton has the ability to capture images and sound as it travels throughout the nations of the Commonwealth. With Global Positioning System (GPS) technology, the baton can be tracked through exact location. Embedded light emitting diodes (LEDs) will change into colours of a country's flag while the Baton travels in that country.

The Queen's Baton Relay was launched by Queen Elizabeth II from Buckingham Palace in London on October 29 last year in the presence of President Pratibha Patil at a formal ceremony.

The 2010-CWG is the biggest sporting event being hosted by India after the 1982 Asian Games held in New Delhi.

K'town biggies at a classical celebration

Semmozhiyana Thamizhmozhiyaam... — that seems the buzzword in the World Classical Tamil Conference in which the language is being celebrated like never before.

Starting with the true-to-roots theme song composed by none other than Oscar winner A R Rahman, the hype around the grand event at Coimbatore has just got bigger and grander.

All roads in Tamil Nadu lead to Coimbatore, the venue of the grand event which has been decked up suitably to celebrate the festive occasion. Present at the venue to showcase their bit were Chennai’s cultural czars and czarinas, even as the venue reverberated with Tamil flavour.

“The entire city came to a standstill,” chirped actress-cum-politician Khushbu, “It was almost like people were waiting for an opportunity to show the immense respect they had for the language.” So, did she get to catch up with any of her Chennai friends at the meet? “Well, I was with other party members and so didn’t get to meet anybody from the film fraternity. All I can say is that this is a fantastic experience.”

It was a similar experience for Chennai-based danseuse Revathi Ramachandran, who performed the Bharathiyar Penniyam on the inaugural day of the conference. Revathi, who just cannot stop raving about the event, states, “It was wonderful to perform in front of such a huge audience. There were 700 artistes at different venues across the city and the city was buzzing with activity. The crowd was full of beans and was brimming with energy throughout. The icing on the cake was Deputy Chief Minister M K Stalin and MP Kanimozhi personally attending the shows. It was good to catch up with all the Chennaiites in the textile city.”

With some of the prominent Chennai celebrities making their presence felt, it was nothing short of a visual treat for the Coimbatoreans. “Many members of the film fraternity, including actor Napoleon, Vijay Kumar, Radhika Sarath Kumar, Bhagyaraj, J K Ritheesh, Thiagu, besides danseuse Padma Subramanian, made the occasion all the more special. Though the actors did not perform on stage, it was just wonderful to catch a glimpse of them in person. Actor Raghava Lawrence did a scintillating performance focussing on Tamizh panpaadu, much to the delight of the audience. For the art aficionados, Thota Tharrani’s art exhibition proved to be a perfect present. Our city has never been so colourful,” says a proud resident.

Actor Lawrence, who performed on the grand occasion, states, “The moment details about the Maanadu was announced, I badly wanted to be a part of the occasion. As luck would have it, I got a call from the Chief Minister’s office asking me to perform on the occasion. I was on cloud nine. I performed with a few differently-abled people for folk numbers that talk about the rich culture and heritage of Tamil Nadu. The response was amazing,” he gushes.

With two more days of action in store, it looks like Coimbatoreans have a lot to soak in the next few days. For Chennai celebrities, it was a chance to truly experience the Manchester of South India.

Peace talks to take place with ULFA leaders coming forward

The peace talks with ULFA will take place with any leader coming forward from the insurgent outfit even if its 'commander-in-chief' Paresh Barua stayed away, Assam chief minister Tarun Gogoi said.

"We will try to bring Paresh Barua for the talks, but will have talks with whichever ULFA leader comes forward," Gogoi told reporters on the sidelines of a meeting here.

"Paresh Barua has so far not expressed his willingness for participating in the talks. We want him otherwise the talks will remain incomplete. We want to solve the problem 100 per cent. We can wait a while for Paresh Barua, but not indefinitely," he said.

The modalities of the talks would have to be worked out first and then decide who would participate, he said.

He also said it remained to be seen which ULFA leaders could be brought for the talks by the intellectuals of the Sanmilita Jatiya Abhibartan.

The intellectuals have held meetings with Prime Minister Manmohan Singh and union home minister P Chidambaram in the last three days in Delhi to solve the vexed 30-year-old ULFA problem in Assam.

Serial honour killers - Have you seen these men?

Delhi ‘honour killings’: Police offer reward  - The Delhi Police  has offered a reward for any information on two cousins, suspected of  killing their sisters for family pride. They have also released the  pictures of the suspects.

For anyone who believed honour killings are a curse of rural India, this was a brutal reality check.

Three honour killings in 48 hours- the victims were all from the same family in West Delhi. First, a young couple, Kuldeep and Monica, were murdered near their home. Then, the body of Monica's cousin, Shobhana, was found barely 300 metres away in a car. Shobhana helped Monica elope; she was also in love with a man her parents did not approve of.

The brothers of the two women are missing; the police believe they were involved with the deaths. A third suspect is their friend. A reward is being offered by the police for any information that can help locate them.

A cousin of Shobhana and Monica's, who also married against her family's wishes - is believed to be in danger.

Dow Chemical rejects blame for Bhopal tragedy

US group Dow Chemical said efforts to tie it to the 1984 Bhopal gas disaster were "misdirected" amid media reports that the Indian government will try to extract compensation from the company.

Dow bought Union Carbide in 1999, whose local 51-percent-owned Indian unit was responsible for the catastrophic gas leak that killed thousands instantly and tens of thousands over the following years.

Union Carbide struck a 470-million-dollar out-of-court settlement with the Indian government in 1989, which absolved it of further responsibility for the medical costs or clean-up of the polluted site.

"There are some who continue to try to affix responsibility for the Bhopal tragedy to Dow, but the fact is that Dow never owned, operated, nor inherited the facility in Bhopal," company spokesman Scot Wheeler said in an email to on Monday.

He said efforts to attach responsibility to Dow "are misdirected" given that Union Carbide had sold its Indian unit at the time of its takeover by Dow.

A panel of senior Indian ministers on Monday finalised its recommendations for fresh action over the Bhopal tragedy after an upsurge in public anger over the case.

The impetus came from the first convictions earlier this month of the local managers held responsible for the leak, which focused attention on the government's much-criticised handling of the disaster.

The ministers' recommendations include pursuing the fugitive American former chief executive of Union Carbide, who is retired in the United States but wanted in India, as well as increasing compensation for victims.

Local media reports say the government will continue to pursue Dow in court for compensation as the owner of Union Carbide, and will also challenge a Supreme Court ruling that downgraded the charges faced by the managers.

"We do have sympathy for the plight of those who are victims of the tragedy and its aftermath and we would all agree that their issues do need to be addressed," Wheeler added.

"The solution to this problem, however, rests in the hands of the Indian central and state governments."

Will wait, watch Nitish moves: Paswan

In view of the rift between Bihar Chief Minister Nitish Kumar and the Bharatiya Janata Party (BJP), Lok Janshakti Party (LJP) leader Ram Vilas Paswan has adopted a wait-and-watch approach on the developments in the poll-bound state.

'We have to see whether Nitish Kumar is enacting an electoral drama. Otherwise, why this sudden reversal of stand by Nitish Kumar? He had no problem with the BJP, the RSS (Rashtriya Swayamsewak Sangh) and Narendra Modi for the past four and a half years,' Paswan told IANS here.

The LJP leader's comments came as the rift between the ruling Janata Dal-United (JD-U) and the BJP threatens the 14-year-old alliance in Bihar.

The rift started after Nitish Kumar returned the Rs.5 crore that BJP leader and Gujarat Chief Minister Narendra Modi had contributed for flood relief in Bihar in 2008.

Paswan, whose LJP has an electoral alliance with Lalu Prasad's Rashtriya Janata Dal (RJD), said 'the last minute about-turn will not help Nitish Kumar in the polls' slated in October.

Nitish Kumar had been losing support among the upper castes and all other sections. He would have thought that even by taking a belated stand against Narendra Modi, he would manage to save his little support among the minorities, Paswan said.

The LJP leader said it was Nitish Kumar who had provided 'all facilities to conduct the BJP meet, which saw the participation of Narendra Modi and other minority-baitors'.

'A national-level RSS camp was held in Bihar after a gap of 20 years during the Nitish Kumar regime. If Nitish Kumar returned the financial assistance of the Modi government, why had he accepted it in the first place. And why was the assistance not spent so far. Nitish Kumar's moves are politically calculative and not ideological,' Paswan said.

'Nitish Kumar, who resists Modi now, had not registered any protest when the Godhra incident and the Gujarat violence occurred in 2002. While he continued comfortably in the NDA (National Democratic Alliance) government, I resigned in protest against the Gujarat violence in which hundreds of people belonging to the minority community were killed,' he said.

'Even while watching the BJP-JD(U) drama, our alliance will go ahead with the preparations for the assembly elections,' Paswan said, adding that seat allocation in his alliance is under progress.

The LJP will prefer to have the Communist Party of India (CPI) in the alliance. However, the CPI is against Lalu Prasad, he admitted.

According to him, the elections will see a direct fight between the JD(U)-BJP and the RJD-LJP alliance in the state.

About the chances of the Congress emerging as a third force, Paswan said: 'We do not see it (happening). Despite, Rahul Gandhi making so many trips to Bihar recently.'

SC issue notices to govts on honour killings

The Supreme Court on Monday issued notices to the Centre and six other states on honour killings being reported from across the country.

A bench of Justices R M Lodha and A K Patnaik sought response from the respective governments on a petition filed by NGO Shakti Vahini, which has alleged that there has been a spurt in honour killings because of khap panchayats.

The NGO complained that though there was a spurt in such killings in Punjab, Uttar Pradesh, West Bengal and Haryana, neither the Centre nor the state governments were taking steps to curb the menace due to "vote-bank politics."

Mukesh hails truce with brother at Reliance AGM; Anil doesn't attend

There were no major surprises at the Reliance AGM at least as far as a family reunion was concerned. At 11am RIL Chairman Mukesh Ambani walked into the Mumbai's Birla Matoshree auditorium to deliver his address. At his side were his mother Kokilaben and wife Neeta Ambani.

Missing in action was younger brother Anil whom many expected to turn up as a sigh of the truce between the two brothers.

Mukesh started his address by reiterating Dhirubhai's vision of creating a world class enterprise.

But soon the focus was on the truce and its antecedents. Mukesh recounted the Supreme Court decision on the KG basin gas row with brother Anil highlighting the fact that the apex Court upheld RIL's stand. He promised that the company will commence supply of gas to ADAG group as and when their plants are operational.

Mukesh then said that he was looking forward to a harmonious and constructive relationship with Anil's ADAG Group.

The biggest announcement Mukesh made was about the company's foray into the power sector. He said that RIL is drawing up specific plans for mega investment in coal, hydro and nuclear power projects.

The two brothers had agreed to dump their differences and non-compete agreements on 23 May. This allowed the two companies to compete in to each others businesses. However, as a goodwill gesture, RIL said that it would not enter the gas-based power generation arena till 2022.

The markets, anticipating a drama at the AGM, were mute in reaction. The Sensex, barometer of the Bombay stock exchange, fell 0.16 per cent.

RIL's share fell 0.21 per cent to Rs 1,069. Anil's ADAG companies stocks, however, sold off.

RNRL declined 6.41 per cent after Mukesh said that the company will start gas supply to ADAG once their plants are ready.

Reliance Media declined 4.54 per cent. Reliance Capital declined 2.10 per cent.

Reliance Communications declined 2.38 per cent. Mukesh Ambani announced his company's foray into telecom.

RIL announced a dividend of Rs 7 per share for the 2009-10 fiscal. That is 70 per cent on the face value of Rs 10.

Bhopal ministerial panel to meet Friday

Driven by a deadline set by Prime Minister Manmohan Singh, the reconstituted Group of Ministers (GoM) on the Bhopal gas tragedy will meet Friday to consider how best to reach out to those victims who have not yet been adequately compensated, a senior minister said Thursday.

'Two hours have been allocated for discussion. Various issues will be discussed, including the issue of reaching out to those victims who, unfortunately, have not yet got adequate compensation,' Information and Broadcasting Minister Ambika Soni said.

'I am confident that the meeting will address the concerns on a priority basis,' Soni added while speaking to reporters after a cabinet meeting presided over by the prime minister.

Asked whether the GoM, which is headed by Home Minister P. Chidambaram, would seek the views of senior Congress leader Arjun Singh, who was the Madhya Pradesh chief minister at the time of the December 2-3, 1984 Bhopal gas tragedy, Soni said: 'I will not answer that question.'

Arjun Singh is under fire for having allowed then Union Carbide CEO Warren Anderson to leave Bhopal Dec 7, 1984 hours after he was arrested and bailed out by a Bhopal court. This was four days after the world's worst industrial disaster that killed thousands instantly and an estimated 20,000 people over the years.

Manmohan Singh had on Monday directed the GoM to meet immediately and report to the cabinet within 10 days.

Manmohan Singh directed that the GoM 'may meet immediately to take stock of the situation arising out of the recent court judgment, to assess the options and remedies available to the government on the various issues involved and to report to the cabinet within 10 days', a statement from the prime minister's office (PMO) said here.

This was the first intervention from the prime minister after the June 7 judgment from a Bhopal court giving the seven accused in the 1984 gas tragedy two-year sentences and letting them out on bail triggered outrage in the country.

Although his senior ministers have spoken about the Bhopal gas verdict, there has been no word from Manmohan Singh on what his government plans to do to address issues of justice for the victims of the disaster.

The GoM, which was reconstituted last month, also comprises Health and Family Welfare Minister Ghulam Nabi Azad, Law and Justice Minister M. Veerappa Moily, Minister for Urban Planning S. Jaipal Reddy, Minister for Road Transport and Highways Kamal Nath, Tourism Minister Kumari Selja, Minister for Chemicals and Fertilisers M.K. Alagiri, Science and Technology Minister Prithviraj Chavan and Environment Minister Jairam Ramesh.

Asked earlier this week if the GoM will also discuss the issue of Anderson's extradition, Chidambaram said he had no idea of various issues that might come up for deliberation.

'I have no idea. Let us see what papers are circulated by the ministry of chemicals and petro-chemicals,' he said Tuesday.

The US said last week it would give 'fair consideration' to any request for Anderson's extradition and 'carefully evaluate' any call to bring him to justice.

Anderson, 89, and wife Lillian Anderson are living in retirement in Bridgehampton, Long Island, New York and also own houses in Vero Beach, Florida and Greenwich, Connecticut. He is believed to be deaf and senile by activists who have confronted him over the Bhopal disaster.

'Since extradition requests are confidential, I'm not in position to verify, the fact, whether we have such requests or whether we have responded to it,' State Department spokesman P.J. Crowley, told reporters Friday when asked how the US will respond if the Indian government approaches it with a fresh extradition request.

'We have an extradition treaty with India. And if India makes an extradition request to us, we will give it fair consideration,' he said.

Hunt on for Maoists after Lalgarh battle

A massive hunt is on to track down Maoists who fled after a gun battle that left eight of them dead near this rebel stronghold in West Bengal, the state police chief said Thursday.

'Search operations are on in some localities from where we are getting information that the Maoists may have taken shelter after running away from the Ranjha forest,' Director General of Police Bhupinder Singh told IANS from Kolkata.

In a major success, security forces raided a Maoist camp in Duli village Wednesday and killed the eight, including three women, after a six-hour gunfight. A huge cache of arms and ammunition was seized from the site.

While Bhupinder Singh claimed that 12 Maoists may have been killed, with four bodies taken away by their comrades, a police officer here said: 'We are getting information that many more Maoists were killed.' 'We can't give you the exact figure without verification,' Deputy Superintendent of Police (Operations) Anish Sarkar told IANS.

The Maoists have admitted that five of the dead were members of their armed wing, the People's Liberation Guerrilla Army (PLGA).

While Arjun was a 'sectional deputy commandant', the other four were identified as Mangal as well as Malati, Ragho and Ganga - all three women.

An injured boy in his teens, arrested from the spot, is to be produced in a court Thursday.

Meanwhile, the pro-Maoist People's Committee Against Police Atrocities (PCAPA) has put up a banner at the entry in Duli village calling the Communist Party of India-Marxist (CPI-M) 'hooligans' and blaming the police and paramilitary forces for the killings.

Following information that 40-45 rebels had set up base in the forest, the paramilitary troopers and state police raided the spot under Sarkar's leadership.

With the recovery of AK-47 assault rifles, the police are suspecting that a high-ranking rebel leader could have been present there.

Under the Maoist chain of command, only a senior leader is permitted to carry an AK-47. Top Maoist leader Koteshawar Rao alias Kishanjee carries an AK-56.

Apart from West Midnapore, Maoists are active in Bankura and Purulia districts of West Bengal.

Australian teenager held for killing Indian

A 15-year-old Australian boy was Thursday arrested in connection with the murder of Indian student Nitin Garg, who was stabbed to death in Melbourne earlier this year.

The boy, who was arrested in Yarraville, is expected to be presented in a Children's court Thursday. Homicide detectives said the accused will be charged with one count of murder.

Garg, 21, an accounting graduate, was stabbed Jan 2 as he walked through Cruickshank Park in Melbourne's west on his way to a Yarraville Hungry Jack's outlet, where he worked part time.

After the stabbing, Garg staggered to the fast food outlet, at the corner of Somerville and Geelong roads, and died later.

Detective Inspector Bernie Edwards, of the Homicide Squad, said police believed race was not a factor in the murder.

'At this stage, we don't believe it was racially motivated,' he was quoted as saying by The Age.

He said Garg's family in India had been informed about the arrest.

The police are still searching for the weapon used in the murder, Edwards said, adding that the killing was not believed to be gang-related.

BJP split over voting for Mallya in RS polls

Business tycoon Vijay Mallya, who is contesting Rajya Sabha elections as an Independent candidate backed by former prime minister HD Deve Gowda's Janata Dal (Secular), has divided the Bharatiya Janata Party (BJP) Karnakata unit.

Sources say BJP's central leadership wants the party MLAs to transfer their excess votes to Mallya to defeat the Congress's second candidate.

But Chief Minister BS Yeddyurappa does not want to be seen as a Gowda backer by supporting Mallya. Yeddyurappa has convened a meeting of the BJP legislative party to discuss the issue in Bangalore later on Wednesday.

If the BJP MLAs do not support Mallya, then the second candidate of the Congress TV Maruthi will win easily. The Congress has named Oscar Fernandes and Maruthi as its two candidates for the June 17 elections to the four Rajya Sabha seats from Karnataka.

But in Orissa the BJP has officially decided to support a Congress-backed candidate. The party will support Congress-backed Independent candidate Tara Patnaik for the Rajya Sabha seat from Orissa.

The decision to support Patnaik was been taken in order to defeat the Biju Janata Dal candidate Baishnap Parida.

There are three seats for Orissa in the Rajya Sabha. While the BJD is expected to easily win the first two, the third seat is being hotly contested by the BJD and the Congress.

Initially the BJP had decided to abstain which would have meant that the BJD candidate would win. But now it has been decided to take revenge on the BJD.

The BJP and the BJD which were once allies fell out just before the 2009 Lok Sabha elections.

In Rajasthan, too, the BJP is having trouble after the party announced noted lawyer ram Jethmalani as its candidate for the Rajya Sabha elections.

Fearing cross voting in elections to the Upper House of Parliament, the BJP has put up all its 79 legislators in a Jaipur hotel to prevent horse-trading and defections.

Caning, suicide not linked: La Mart principal

Sunirmal Chakravarthi, the principal of Kolkata's school La Martiniere for Boys, on Tuesday apologised for having caned a student but insisted that it had no connection with the boy committing suicide.

After having drawn flak from the West Bengal government, child rights groups, political parties and NGOs, Chakravarthi promised that students would not be caned in his school any more.

"I am sorry for caning Rouvanjit Rawla. And such caning of students won't be repeated in the school. It was wrong on my part to have caned him as it is against the rules of the school.



"But at the same time I also think that suicide of Rouvanjit has no connection with my caning," Chakravarthi said.

Rouvanjit, who committed suicide by hanging himself at his home on February 12. was allegedly humiliated by his teachers for months.

A police complaint has been filed by the Class VII student’s father against the principal and four teachers alleging that his son was driven to take his life following repeated humiliation and torture.

"Rouvanjit and two other students were caned February 8 for their mischief. Rouvanjit was absent for the next few days. Then on February 12 he came to school and after he was again caught committing mischievous activities he was called to my office and I told him that a guardian call will be made," claimed Chakravarthi.

"Now the question is that on February 12 he was neither beaten nor scolded. He was only told that a guardian call will be made. Then how come it is said that Rouvanjit committed suicide because I caned him," added Chakravarthi.

The state government has announced that it would form an authority where students and their parents can express their grievances about schools and teachers.

The National Commission for Protection of Child Rights has also conducted a probe and expressed dissatisfaction over the teaching environment in the school.

"My heart goes out to his family. But I just want to say that Rouvanjit didn't commit suicide because of the caning. I had very good relations with Rouvanjit," said the principal.

Besides the controversy about the caning and the suicide, the leading city school has also been under scrutiny after the arrest of a teacher for allegedly demanding a laptop from a student to promote him to a higher class and then failing the child as his parents refused to meet his demand.

Quake rattles southern California

A 5.7-magnitude earthquake struck near southern California's border with Mexico on Monday, rattling buildings across a wide area, the US Geological Survey said.

The quake hit at 9:26 pm (0426 GMT), five miles (eight kilometers) southeast of Ocotillo, a desert town some 200 miles southeast of Los Angeles, and was followed by a cluster of more than 10 aftershocks.

There were no immediate reports of injuries or damage but the temblor was felt throughout the region, rattling buildings in Los Angeles and even shaking a stadium hosting a Major League Baseball game in San Diego, reports said.

A seismologist from the California Institute of Technology said the quake was an aftershock of the 7.2 magnitude temblor which rattled northwestern Mexico in April, leaving two people dead.

Geologists say an earthquake capable of causing widespread destruction is 99 per cent certain to hit California within the next 30 years.

Studies have said that a 7.8 magnitude quake in the densely-populated region could kill 1,800 people, injure 50,000 more and damage 300,000 buildings.

A 6.7 earthquake in Los Angeles in 1994 left at least 60 people dead and caused an estimated 10 billion dollars in damage, while a 6.9 quake in San Francisco in 1989 claimed the lives of 67 people.

Violence continues in Kyrgyzstan as thousands flee

Smoke was rising in the streets of Osh and sporadic gunfire could be heard Monday as ethnic violence in southern Kyrgyzstan continued.

Tens of thousands of Uzbeks, who are traditionally concentrated in this area of the country, have fled the ongoing clashes causing one aid official to described the situation as a "humanitarian catastrophe," according to the International Committee of the Red Cross.

It is the most serious outbreak of ethnic violence in the former Soviet since 1990, when hundreds died after clashes between Uzbeks and Kyrgyz in Osh, the country's second city.

Last month, the country was plunged into chaos when Kurmanbek Bakiev was overthrown after a day of bloody clashes between police and protesters in the Kyrgyz capital, Bishkek. Opposition leaders had accused Bakiev of corruption and consolidating power by keeping key economic and security posts in the hands of relatives or close associates.

Kyrgyzstan, with a population of 5.2 million people, is strategically important in the region for gas lines. It is also the home to a Russian and U.S. military bases.

At least 114 people have been killed in the latest clashes and another 1,458 have been wounded, Kyrgystan's national news agency AKI press reported Sunday.

According to one report, the death toll is much higher. Local officials in Osh, the city worst affected by the violence, said at least 500 ethnic Uzbeks have been killed, according to Ferghana.Ru, an independent news agency.

And the situation seemed to be continuing early Monday as a Uzbek neighborhood in Osh looked grim. At least three bodies were on the street buried in rubble. Goats and sheep had been killed and burned in yards. Some homes were vandalized with spray painted signs proclaiming "get out of Kyrgyzstan."

An estimated 80,000 refugees have fled across the Kyrgyz border into neighboring Uzbekistan, according to ICRC spokeswoman Anna Nelson.

Nelson told CNN that ICRC representatives visited refugee camps Sunday in Uzbekistan where 30,000 adults, mostly women, have registered. Each woman, Nelson said, has two or three children with her.

Uzbek authorities are providing refugees with food and shelter, but camps are already inundated by the flood of people crossing the border, Nelson said.

ICRC officials said they saw 250 injured people in the camps, including about 40 Uzbek men with gunshot wounds, according to Nelson.

"We do not yet fully understand the true scale of the humanitarian catastrophe that is unfolding in southern Kyrgyzstan," said Francois Blancy, deputy head of the ICRC regional office in Tashkent, Uzbekistan.

Kyrgyzstan hosts a U.S. military transport base that is vital for supplying its troops in Afghanistan. It also has a Russian military base and strategically important natural gas pipelines.

The interim government this weekend worked to quell the upsurge of violence, imposing states of emergency in Osh, where fighting between ethnic Uzbek and Kyrgyz youths led to mass rioting, and in Jalal-Abad in order to keep the unrest from spreading there, it said.

But the measures did little to calm the situation Sunday. Russia Today reported that the interim government has given police permission to shoot to kill rioters on the streets.

Members of the Collective Security Treaty Organization (CSTO) -- comprised of Kyrgyzstan, Russia, Armenia, Belarus, Kazakhstan, Uzbekistan and Tajikistan -- are set to meet Monday to discuss the crisis, official Russian news agency RIA-Novosti reported.

The United States is monitoring developments and is calling for a "rapid restoration of peace and public order in the city of Osh and elsewhere where it appears ethnic violence is occurring," according to a statement released Saturday by the State Department.

A small group of expatriates from Kyrgyzstan and Uzbekistan demonstrated outside the White House on Sunday, calling for President Barack Obama's help in ending the crisis.

About 50 people from the Uzbek Iniative Group carried signs reading "Stop the killing" and chanted "Bring peace to Kyrgyzstan."

The group had earlier sent a letter to Obama "urging the United States and the United Nations to assist in bringing a halt to the current ethnic unrest in southern Kyrgyzstan," describing the clashes as "the worst ethnic violence in the region since 1990 when hundreds were killed before the quick intervention of Soviet troops."

Centre to use force to lift Manipur blockade

The Centre has finally decided to use force to lift the economic blockade of Manipur by Naga groups almost two months after the confrontation started.

"We will use forces to remove the blockade. From tomorrow (Tuesday) we will move Central forces," Union Home Secretary GK Pillai told CNN-IBN.

However, the residents of Manipur and the media have been criticising the Centre for allegedly taking too long to respond to the crippling two-month long economic blockade of Manipur by Nagas.

"It is too little too late. Sixty days of blockade wouldn't have been possible in any part of the country but the Northeast. The Centre was apathetic to the situation. So long it has taken by Centre to mobilise its forces to break blockade. Friends in Manipur say valley and hills both are suffering because they also need essential commodities that come through NH 39. This is a violation of human rights and humanitarian crisis of a large scale," said Shillong Times Editor Patricia Mukhim.

Pradip Phanjoubam, editor of the Imphal Free Post, said the blockade has crippled life in the entire state.

"The blockade has been on for two months so it is bad there are two highways. One is partially open. NH 63 is partially open that is a little bit of a relief. The people are still stunned and are just waiting for it to get over. There was a counter blockade as well preventing essential stuff from going to the hills as well. The valley is a target, the hills were also suffering as the same lifeline serves both the hills and the valley," said Phanjoubam.

The economic blockade is essentially the fall-out of a standoff between Naga groups, the Manipuris and the Centre. The NSCN-IM is leading an agitation and wants four hill districts of Manipur - with Naga population - to become part of Greater Nagaland.

But the so-called project called 'Greater Nagaland' is being opposed by the Manipuris and the Centre. The NSCN-IM along with a few Naga groups began the economic blockade on April 12 to protest Manipur's decision to hold autonomous district council polls in Naga-dominated areas.

Their agitation intensified when NSCN-IM leader Muivah was denied permission to visiting his native village of Somdal in Manipur's Ukhrul district.

Maoists 'killed' in India operation

Indian police in the north-eastern state of Jharkhand say they have killed 10 Maoist rebels in a major operation.

Eight rebel camps were destroyed during the ongoing offensive in the Borahat jungles of West Singbhum district, officials said.

Six policemen injured in the operation were airlifted to hospital, police said.

Authorities have been under pressure following a wave of Maoist-led violence in recent months.

Last month, more than 145 people were killed when a train crashed in neighbouring West Bengal state after Maoist rebels allegedly sabotaged the rail track.

Increasing attacks

India's state-run broadcaster All India Radio reported that some 2,000 policemen participated against the rebels in the ongoing operation.

Reports say the police had found a number of mines in the rebel camps.

Thousands have died in the rebels' decades-long fight against the state.

Maoist rebels have in recent months stepped up attacks in response to a government push to flush them out of their jungle bases.

Indian forces launched the offensive in what is known as the "red corridor" - a broad swathe of territory in rural eastern and central India where the Maoist rebellion has been gathering strength.

Nearly 50,000 federal paramilitary troops and tens of thousands of policemen are taking part in the operation in several states, including Jharkhand.

In April, 76 paramilitary troops were killed in an ambush - the single biggest attack on the Indian security forces by the rebels.

Prime Minister Manmohan Singh has described the Maoist insurgency as India's biggest internal security challenge.

HC grants bail to Nityananda Swami

The Karnataka High Court on Friday granted conditional bail to the self-styled godman Nityananda Swami and directed his lawyer to furnish a surety bond of Rs one lakh.

According to report, the Karnataka High Court granted bail to Nityananda since there was no satisfactory evidence to keep him under further custody.

The development comes as a big relief to the controversial godman, who has been in jail for the past 52 days after the sessions court refused to grant him bail.

He has been charged with rape and unnatural sex.

The Karnataka High Court bench of Justice Subhash B Adi Thursday reserved his order on Nityananda's bail plea following the completion of a police investigation into the case.

The court also adjourned to June 24 hearing of the writ petition seeking quashing of two FIRs filed against Nityananda.

Nityananda, whose judicial custody was extended to June 23, landed in controversy in March after a local TV channels aired purported video footage showing him in a compromising position with a Tamil actress. He was arrested from Solan in Himachal Pradesh on April 21.

Former South African President Nelson Mandela will not attend the opening ceremonies and first match of the 2010 World Cup, a spokesman for the Nelson Mandela Foundation said on Friday.

Mandela decided against appearing at South Africa’s Group A match against Mexico after his great-granddaughter Zenani Mandela was killed in a car crash while returning home from the World Cup kick-off concert in Johannesburg in the early hours of Friday morning.

“It would be inappropriate for him to personally attend the 2010 World Cup opening celebrations. We are sure that South Africans and people all over the world will stand in solidarity with Mr. Mandela and his family in the aftermath of this tragedy,” the foundation said in a statement.

“We continue to believe that the 2010 World Cup is a momentous and historic occasion for South Africa and the continent and we are certain it will be a huge success.”

According to the foundation, the car in which the girl, who had turned 13 two days ago, was travelling was the only vehicle involved in the accident. No-one else was injured.

Bhopal tragedy: 'Rash and negligent' recounts CBI Officer

Monday's verdict and sentence in the Bhopal Gas tragedy has driven home the unfettered complicity that betrayed the 20,000 people killed in the world's biggest industrial disaster.

Activists who've spent years in different courts fighting for justice are finally being joined by Indians everywhere who want to know why they were sold short- for a settlement of 470 million dollars with Union Carbide Corporation (UCC), which caused the tragedy.

Connecting the dots, NDTV is speaking to different bureaucrats, politicians, activists, and investigating officers who handled the trial that led to a nano-punishment on Monday - two years in prison for seven Indian executives of Carbide, who have been granted bail.

Warren Anderson, the American CEO of UCC remains safe in America, having successfully ignored repeated court summons. Anderson was in Bhopal days after the disaster and was accused of culpable homicide not amounting to murder. Despite that, he was provided safe and immediate passage out of the city by the Congress government.

That was followed by a series of compromises - financial, moral and legal - in what should have been an unwavering and coherent battle against corporate negligence. In 1987, the CBI charged Anderson and other executives of Carbide with culpable homicide not amounting to murder - which, if proven, can lead to ten years in prison.

In 1996, however, the Supreme Court accepted a plea by the accused to reduce the charges against them to criminal negligence, which carries with it a maximum sentence of two years in prison.

NDTV's Sarah Jacob spoke to Former Joint Director of the CBI, G Ramachandran, one of the key CBI officers involved in the investigation into the case.

NDTV: Mr. Ramachandran, You headed the CBI team that was sent to Bhopal to investigate the cause of the leak. What were the findings of your report?

Ramachandran: When we took over, we found out that this plant was not operating effectively. It was not profitable. They were considering shifting it to Hong Kong. Therefore, everything was going to seed, there were minor leakages. Some labor unions protested against the dangers involved. They were ignored. All these evidences were collected -- whether the design was proper etc.

We found that the precautions that were being followed in the Virginia plant -- where everybody was geared to tackle a gas leak (with) very simple things. Everybody had a mask; the masks were to be dipped in water, etc. These were not at all followed in Bhopal. This was our case. Negligence is proved by not keeping sensitive fluid at the right temperature, not training the operators to do what needed to be done. Nobody was attending office. Some fellow was dismissed and nobody replaced him.

The alarm system was turned off because they said that people would think it is a false alarm. We proved negligence but then a controversy arose about whether it was homicide that amounts to murder or just an accident. The judiciary took the view that there was no intention to kill or harm. It was all legal skullduggeries. The law is peculiar.

NDTV: Why do you say skullduggery?

Ramachandran: Because when you go to the court, it is no longer in the hands of the CBI. People argue. There is a fine difference and it all depends on the capacity of the lawyers. What is homicide, what is negligence? Case law is very difficult to decide.

NDTV: Union Carbide initially claimed that it was sabotage. Is that also what your report found?

Ramachandran: No. The case was clear negligence Things were allowed to rust, the valves were not working properly. Their case was that it was sabotage.

NDTV: But the CBI report said that it was pure negligence?

Ramachandran: Yes, a rash and negligent act.
